PROBLEM TO BE SOLVED: To suppress influence (i.e. F/C hunting) due to torque change when carrying out VVT control, in a controller for an internal combustion engine mounted with a VVT controlling opening and closing timing of an engine valve in response to an engine operating state. SOLUTION: When carrying out the VVT control when it is cold, idling torque is changed in response to a VVT controlled variable, and in consideration of that an engine speed allowing idle-on running is changed following this, when, for example, the VVT controlled variable is changed for a certain amount or more, a cut number of revolutions (an F/C restoration number of revolutions) is changed to a high side being a condition of idle-on F/C, and by this, generation of the F/C hunting is suppressed.
