<P>PROBLEM TO BE SOLVED: To improve starting capability of an internal combustion engine at low temperature. <P>SOLUTION: The engine is started if the engine is stopped when a low temperature switch SWL is on during system off and an outside temperature Tout is less than a threshold Tref, and the engine is stopped at predetermined timing (a predetermined lead angle position) wherein opening and closing timing of an intake valve is at a position wherein ignitability of the engine is favorable. By this, ignitability when initially starting the engine after next system activation can be improved, and the starting capability of the engine 22 can be improved.
