PROBLEM TO BE SOLVED: To provide a resin laminated steel plate which develops sufficient corrosion resistance and adhesion even when a non-plated steel plate is used. SOLUTION: The organic resin laminated steel plate is coated with one or more layers of resin composition film composed of polyester resin (A), polyolefin-based resin (B), and polar interaction resin (C). The steel plate is a non-plated steel plate, wherein the surface of the steel plate has a root mean square roughness Rq of 0.01-2.5μm and a maximum trough depth Rv of 0.03-15.0μm, and the resin (A) contains 10-100 mol% CHDM unit of the total alcoholic units, wherein the mol ratio (B):(C) of the resin (B) and the resin (C) relative to the resin (A) 100 mass is 1.0:10-15:1.0 and the mass% of the resin (B) and the resin (C) to the total resin is 1-30%, and the resin (B) encapsulated with the resin (C) is dispersed in the resin (A).
