PROBLEM TO BE SOLVED: To secure uniformity (water retention) of cold water distribution and proton conductivity in an polymer electrolyte membrane, while controlling electric short circuit and reinforcement substrate degradation of the polymer electrolyte membrane.

SOLUTION: A manufacturing method of an electrolyte membrane for fuel cell reinforced by a porous membrane with a metal compound fixed in the same at least includes: a first process to immerse the porous membrane in an organic solvent solution of either organometallic compound or organometallic complex; a second process to oxidize the organometallic compound or organometallic complex adhered to the porous membrane in the first process for deposition of a metallic compound precursor; and a third process to activate the metallic compound precursor deposited in the second process.
