PROBLEM TO BE SOLVED: To provide an impeller improved in the conversion efficiency of wind power and water power into rotative power. SOLUTION: A Gyro-Mill type impeller includes a rotating shaft, arms which extend from the rotating shaft toward the circumference around the rotating shaft, and rotating blades that are installed in a way that blade lengths are positioned in parallel with the rotating shaft and connected to tip sides of the arms. The rotating blades are connected to the tip sides of the arms on front edge sides of the rotating blades in a rotatable manner around the blade length as a shaft, and are provided with movable rods which are connected to one-side ends in a rotatable manner around the blade length as the shaft on the back edge side than the connecting point of the arms of the rotating blades. Other ends of the movable rods are engaged with the rotating shaft in a movable manner so that distances from the rotating shafts are changed, and have weights of specific masses.
