PROBLEM TO BE SOLVED: To provide a fiber-containing soil material which satisfies high quality, low cost, versatility, and the like, and to provide a method for manufacturing the same and a method for refining the same which satisfy high quality, high productivity, high working efficiency, stability, economical efficiency, low cost, and the like. SOLUTION: In a treatment container 12, a rotary hitting body 31 hits raw materials RM1 and short fibers SF1. Hitting at this time respectively causes collision between the mutual raw materials RM1, collision of the raw material RM1 with the short fiber SF1, collision of the raw material RM1 with an inner wall surface of the treatment container, and collision of the short fiber SF1 with the inner wall surface of the treatment container, so that the raw material RM 1 is pulverized and the short fiber SF1 is loosened.
