PROBLEM TO BE SOLVED: To facilitate management and handling of test software. SOLUTION: A management apparatus has: a registration unit 22 which stores and registers, in a storage unit 23, test software related to a recording/reproducing system including at least an optical disk and a recording/reproducing apparatus 50 for recording/reproducing to/from the optical disk conforming to a predetermined standard and an encryption key by which the test software has been encrypted in association with each others; and a transmission unit for transmitting the test software and the encryption key to a maker apparatus 30 or a test center apparatus 40, in response to a request from the maker apparatus 30 or the test center apparatus 40.
