<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing an incombustible board wherein borax is used as an adhesive material. Ž<P>SOLUTION: Wood chips as an aggregate, a soil ingredient and a mineral ingredient as a filler, and borax as an adhesive material are agitated and mixed under a high-temperature and high-humidity atmosphere by supplying a heating steam, whereby the borax is dissolved and the aggregate and the filler are fully impregnated with the dissolved borax, and a heating and compression molding is performed to a prescribed volume reduction ratio by a hot press.
