An accelerator opening determination unit (11c1) determines if the accelerator opening exceeds the upper limit value by an accelerator manipulation of a driver in a vehicle (1a).  If the accelerator opening is not determined to exceed the upper limit value, a mileage accumulation unit (11d) accumulates the mileage within accelerator opening upper limit value.  If the accelerator opening is determined to exceed the upper limit value, the mileage accumulation unit (11d) accumulates the mileage over accelerator opening upper limit value.  A fuel saving driving grading unit (12) grades the driving of the driver on the basis of the accumulated values accumulated by the mileage accumulation unit (11d).
