PURPOSE: An environment change sensing device, an environmental change handling system, and an environmental change handling method is provided to improve reliability of a measure for the environmental change and accurately examine the cause of the environmental change. CONSTITUTION: An image input unit changes an analog image inputted from an image sensor into a digital signal. An image preprocessor(72) deletes the background image of the digital signal and implements an edge detection. An environmental change sensor(73) decides the occurrence of the environmental change from the pre-processed image. A controller(74) controls the overall operation of the environment change sensing device.
