PURPOSE: A method and an apparatus for improving HARQ operation are provided to protect a user device from omission of reception of retransmission data and an unexpected program error. CONSTITUTION: In a method and an apparatus for improving HARQ operation, a decoding process is started(400). Data of the HARQ procedure corresponding to the current transmission time interval is decoded(402). The data is successfully decoded. The decoded data the is delivered to the higher layer reordering entity. The positive acknowledgement corresponding to the decoded data is received(404). The data stored in a first soft buffer corresponding to the current TTI is successfully decoded(406).
