PURPOSE: A code modulation device and a small scale digital broadcasting equipment are provided to enable a public institution, a company, or a school to use a digital broadcast simply and conveniently without purchasing an extra device. CONSTITUTION: An encoding module includes a plurality of encoding units. The encoding unit encodes/multiplexes image and voice signals to output MPEG-2(Music Player Expert Group 2) TS(Transport Stream) signal. An ASI (Asynchronous Serial Interface) receiving module(220) changes the MPEG-2 ASI signal to the MPEG-2 TS signal. An multiplexing module provides a program ID to the MPEG-2 TS signal and output a multi-MPEG-2 TS signal. A modulating module modulates the multi MPEG-2 TS signal and transmits the multi MPEG-2 TS signal to a RF (Radio Frequency) broadcast signal. When a modulation designating an intrinsic program identifier is required, a code modulation controlling module outputs a identifier control signal to the modulation module.
