PROBLEM TO BE SOLVED: To detect lost synchronization in ciphering between a transmitting side and a receiving side in a wireless communication system. SOLUTION: A transmission device uses first ciphering information which changes in accordance with sequence information to encrypt ciphering-process-target data, assigns the sequence information to encrypted information of the ciphering-process-target data, and transmits the them to a reception device. Furthermore, the first ciphering information is used to encrypt information shared between the transmission device and the reception device, and the encrypted information of the shared information is transmitted to the reception device. The reception device decrypts the encrypted information of the shared information using second ciphering information which changes in accordance with the sequence information assigned to the encrypted information of the ciphering-process-target data. Then, a result of the decryption is compared with the shared information and comparison result information is transmitted to the transmission device. On the basis of the comparison result information, the transmission device determines whether or not the first ciphering information matches with the second ciphering information.
