<p><P>PROBLEM TO BE SOLVED: To provide a device and method for charging at a toll gate in a toll road for reducing communication costs of data necessary for calculating tolls of a toll road, and for flexibly coping even with establishment and abolition of a route or the tool gate. <P>SOLUTION: In response to each of a plurality of branch routes obtained by dividing a toll road with the terminal interchange or branch point of the toll road as an end part, a fee block for deciding a passage fee between interchanges included in a branch route is stored, and passage route information recorded in an ETC card from a passage route recording device 2 installed in each of the interchange and the branch point through an ETC onboard unit 3 is acquired by radio communication with the ETC onboard unit 3.
