PURPOSE: A method and an apparatus for processing user information and a recording medium in which a program for executing the method is recorded are provided to clear define a target for charging about contents. CONSTITUTION: Identification information of a terminal is extracted from a received packet(S340). Charging data about transferring the received packet is selected using the extracted identification information(S350). User information about the received packet is obtained from the selected charging data(S360). The received packet is processed(S370). A user information processing device inserts the user information into a header of the received packet. The processed received packet is transmitted to a destination of the received packet(S380).
