PROBLEM TO BE SOLVED: To provide a heater buried in a road bed by which damage to an end part of a heating element accompanied by temperature lowering after being buried can be prevented. SOLUTION: The heater buried in the road bed includes the long heating element 3 and a terminal part 2 having a cross sectional area larger than that of the heating element 3, of which the terminal part 2 is fitted to an end part of the heating element 3. The heater is provided with a space securing member 50 for securing a predetermined space on a side of the heating element 3 of a step part 20 between the terminal part 2 and the heating element 3 upon being buried so that the terminal part 2 can move in conformity with the contraction of the heating element 3 when the heating element 3 contracts in the longitudinal direction after being buried.
