PURPOSE: An apparatus for creating high voltage power is provided to implement first and second circuits on different substrates and to realize miniaturization of electronic devices required for high voltage power devices. CONSTITUTION: A first circuit is implemented on a first substrate(210) and creates a second voltage according to the first voltage. A second circuit is implemented on a second substrate(220) laminated on the first substrate and amplifies and rectifies the second voltage at a set rate. An insulator is included between the first substrate and the second substrate.
