PURPOSE: A method for monitoring of use of an encrypted broadcast service using an encrypted entitlement control message and a device thereof are provided to use entitlement control messages as input for monitoring, thereby enabling non-specified vendor monitoring of use of an encrypted broadcast service in a security client module. CONSTITUTION: An encrypted entitlement control message is received from a client device and decrypted(101). A control word is acquired from the message and transmitted to the client device to decrypt an encrypted broadcast service(103). A service ID indicating the encrypted broadcast service is acquired from the message(104). According to the message, state data of the broadcast service are generated(105). The service ID and the state data are stored in a security client module(106).
