PURPOSE: A non-excavation grounding bar construction method is provided to reduce the construction noise and vibration by constructing without digging. CONSTITUTION: A code position of a grounding bar(30) is established around an electric pole(10) on the surface within the constant radius by using a measuring unit. The code position punches preset ground(G). The grounding bar is inside the punched surface. A lead terminal(40) is interlinked with the grounding bar. The grounding bar is buried using a punching unit of the lead terminal.
