PURPOSE: A document authentication system using electronic signature of licensee and document authentication method and a storage media thereof are provided to transmit document to the issuing organization. CONSTITUTION: The information system unit(220) receives the document affixing a seal request-information through the communication unit(210) from the construction company system. The information system department transmits the document affixing a seal request-information to the related technician system. The information system department receives the electronic signature from the related technician system. The information system department makes inquiry for the qualification of the related technician to the technical engineer association system. In case the signature is approved, the information system unit transmits the corresponding document and electronic signature to the construction company system.
