PURPOSE: A transmitter for transmitting a signal to local terminals and a receiver in the local terminals are provided to reduce the data size of an image signal transmitted to the local terminals. CONSTITUTION: A color space converting unit(321) converts a color space of an image signal generated in a central control unit. A sub-sampling unit(322) performs a sub-sampling of an image signal of which the color space is converted. A signal transmission unit(324) transmits the sub-sampled image signal to a receiver(330), and the receiver receives the sub-sampled image signal. The receiver converts the color space, and the color space converting unit converts the color space of the image signal generated in the central control device into a YCbCr color space.
