PURPOSE: An initial drive control device and method for a vehicle air conditioner are provided to minimize the moisture generation by driving the air conditioner in a floor mode for a set time in the initial driving. CONSTITUTION: An initial drive control device for a vehicle air conditioner comprises a start sensor(100), a drive sensor(200), a determining unit(300), and a controller(400). The starting sensor senses the ignition-on state of a vehicle. The drive sensor senses the driving state of the air conditioner. The determining unit decides the initial driving of the air conditioner. The controller drives the air conditioner in a floor mode for a set time when the initial driving is determined.
