PURPOSE: A portable rail construction method and a device are provided to increase the transport and construction efficiency of a ship by selectively controlling the location of a rail according to the constructional volume and a dockyard site. CONSTITUTION: A portable rail construction device comprises a frame(10), a power pack(40), a rail lifting unit(110) and a rail moving unit(120). A front wheel(20) is installed in front of the lower part of the frame. A rear wheel(30) is installed behind the lower part of the frame. The power pack is installed on one side of the frame. The power pack generates the drive force. The rail lifting unit is formed on the lower part of the frame in the longitudinal direction. The rail moving unit moves the rail lifting unit in width direction of the frame.
