PURPOSE: A loop device and a vehicle having the same are provided to improve the convenience of a user by positioning the free end of a loop at the constant height by a supporting plate. CONSTITUTION: A loop device is composed of a base plate(20), a loop(30), and a supporting plate(22). A hinge unit(21) is formed at one side of the base plate. The loop is rotatably pivoted on the hinge unit of the base plate. The supporting plate is extended from the side of the base plate and supports the free end of the loop to be spaced.
