PURPOSE: A controller for controlling communication speed, a data storage device having the controller, and a data communication system having thereof are provided to accomplish the excellent communication efficiency by adjusting the communication speed among different devices. CONSTITUTION: A memory(45) stores the transfer rate control program. A processor(43) executes the transfer rate control program saved in the memory. The processor receives a host signal transmitted from the host to the first communication speed. The processor analyzes the received host signal as described above. The processor communicates to the first data storage unit or the second data storage unit with the second communication speed based on the analyzed result.
