PURPOSE: A method for manufacturing a fiber-phase heating element is provided to manufacture the fiber-phase heating element massively through a simple process, and to offer convenience by solving a problem about hardness of the heating element and electronic wave emission. CONSTITUTION: A method for manufacturing a fiber-phase heating element includes the following steps of: mixing a PUD resin dispersion medium of 35 ~ 45 weight%, a water-dispersible polyol-based surfactant of 10 ~ 14 weight%, conductive carbon of 6 ~ 10 weight%, glycol of 3 ~ 7 weight%, and remaining water in a mixer; manufacturing pulverization suspension in a dyno mill; and coating the surface of the fiber yarns with the pulverization suspension. The PUD resin dispersion medium has the basic of 11 ~ 12.
