PURPOSE: A flow metering valve enhancing the cooling efficiency and heating efficiency and a cooling device for a vehicle are provided to control the heat exchange media supply quantity by increase the sealing force. CONSTITUTION: A flow metering valve comprises a main body and a plate shaped valve(330). The main body comprises a first port(321), a second port(322), a third port(323), a fourth port, a first rotation part(311), a second rotation part(312), a third rotation part(313), and a fourth rotation part(314). The valve settling part is formed in the lower-part of the first rotation part or the third rotation part. The plate shaped valve controls the amount of heat exchange medium flowing in a part requiring heat exchange medium and the amount of heat exchange medium which is bypassed through the second port. A corresponding part(322) is included in the plate shaped valve. The corresponding part is corresponded to the valve settling part of the main body.
