PURPOSE: An apparatus for encoding and decoding an integrated voice and music signal is provided to effectively select internal modules according to a characteristic of an input signal, thereby providing excellent sound quality to all of voice signals and music signals at various bit rates. CONSTITUTION: When an input signal is a stereo signal, a stereo encoder(120) down-mixes the input signal to a mono signal. A sampling rate converter(140) converts a sampling rate for an output signal of a frequency band expander(130). When the input signal is a signal with a voice characteristic, a voice signal encoding unit(150) encodes the input signal by a voice encoding module. When the input signal is a signal having a musical characteristic, a music signal encoder(160) encodes the input signal by a music encoding module.
