PURPOSE: A terminal certification method for restricting the portability of the general purpose subscriber information storing apparatus and an apparatus thereof are provided to uses from the illegal user using the general purpose subscriber information. CONSTITUTION: A storage(180) stores the terminal certification function and the terminal unique identifying information given to a mobile communication terminal(200) of subscriber. The terminal unique identifying information received from the mobile telecommunication terminal and the terminal unique identifying information stored in the storage is compared. In case the terminal unique identifying information is similar, authenticator permits the access of the mobile telecommunication terminal.
