PROBLEM TO BE SOLVED: To improve frequency use efficiency. SOLUTION: The transmitter 10 digitally modulates an input transmission signal, and starts suppression when a suppression start value is lower than a suppression target value and suppresses a peak of a signal by using a function f (x) of a gain characteristic such that a peak amplitude value attains the suppression target value. Then, the transmitter 10 converts the transmission signal with the suppressed peak from digital to analog, and it frequency-converts the digital-analog converted transmission signal and transmits a radio signal.
