<P>PROBLEM TO BE SOLVED: To provide a high-thermal conductivity composite comprising a matrix resin constituting the matrix, and a high-thermal conductivity filler having anisotropy in the shape, and exhibiting a desired thermal conductivity even when the content of the filler is small; and to provide a method for producing the composite. Ž<P>SOLUTION: The high-thermal conductivity composite is obtained by curing a mixture of the high-thermal conductivity filler having a surface-modifier not having affinity with the matrix resin and attached to the surface, and the matrix resin raw material. As a result, the filler forms a network structure in the matrix resin. The absolute value of the difference of the SP values between the matrix resin and the surface modifier is preferably regulated so as to be ≥0.5. Alternatively, the high-thermal conductivity composite is produced by stirring a mixture of a matrix resin raw material and a high-thermal conductivity filler while keeping the viscosity at ≥15 Pa s, and curing the resultant mixture.
