PROBLEM TO BE SOLVED: To provide a cleaning device capable of maintaining excellent cleaning performance over a long period of time by appropriately applying a voltage to a conductive member (a toner polarization control blade). SOLUTION: The cleaning device includes: a conductive member 16 disposed in contact with an object to be cleaned (e.g. a photoreceptor) 1, to which a predetermined voltage is applied, and which charges residual powder (toner) on the photoreceptor to have a single polarity, and scrapes off at least part of the residual powder; a cleaning member 21 located downstream of the photoreceptor in the direction in which the powder is conveyed with respect to the conductive member, disposed in contact with the photoreceptor, to which a predetermined voltage is applied, and which electrically attracts the powder from the surface of the photoreceptor; a first recovering member 23 disposed in contact with the cleaning member, to which a predetermined voltage is applied, and which electrically attracts the powder from the surface of the cleaning member; and a second recovering member 24 disposed in contact with the first recovering member, to which a predetermined voltage is applied, and which scrapes off the powder from the first recovering member.
