PROBLEM TO BE SOLVED: To provide a member coated with a liquid exclusion layer such as a nozzle plate coated with a liquid exclusion layer having a very high resistance in a liquid exclusion property and durability, a liquid discharge head using the nozzle plate, and a liquid discharge apparatus or an inkjet recording device using the head. SOLUTION: (1) The liquid exclusion layer coated member is coated with the liquid exclusion layer wherein the surface of the material to be coated is composed of a fluoride silane coupling agent and a silicone resin. (2) The method for manufacturing the member coated with the liquid extrusion layer which is composed of the fluoride silane coupling agent and the silicone resin includes the steps of applying the flouride silane coupling agent on the surface of the member to be coated, and then applying silicone resin without removing the surplus fluoride silane coupling agent including an unreacted silanol group.
