<P>PROBLEM TO BE SOLVED: To provide a greening panel surely achieving sprouting and growth of plants even in a vertical slope, and enabling growth support of a shrub, and to provide a construct. Ž<P>SOLUTION: This greening panel is such that a plate-like member 3 with many openings is stretched and welded on the front of a frame body 2 so as to cover the opening of the frame body 2, and has many opening parts 6, and the opening parts 6 are in a form made by a jaw part 7 which projects forward by an inclination of 30-50 degrees, and a vegetation base 5 is pre-mixed with seeds 19 of plants such as lawn, bamboo grass and dragon mustache, and the seeds sprout and grow with the lapse of time. It is preferable that evergreen perennial plants such as bamboo grasses and dragon mustaches achieve greening even in winter. A seed-containing layer 25 forms an upward sprouting floor 8 in a jaw part 22 by placing a plate-like material in a spray paint-covering form followed by pushing it with a pushing roller or a pushing plate.
