<P>PROBLEM TO BE SOLVED: To provide a frame interpolation apparatus and method for preventing the degradation of image quality caused in an interpolation frame, even if a motion vector with the possibility of causing the image quality degradation is present in any area on a screen. Ž<P>SOLUTION: The frame interpolation apparatus 10 includes: a motion vector detection part 2 for detecting a first frame image and a second frame image following it from input image signals, and comparing both with each other and detecting a plurality of motion vectors in the frame; a motion vector correction part 4, which includes a condition decision part for deciding whether the detected motion vector satisfies a specified condition, and forcibly corrects the level of the vector to 0 when the specified condition is satisfied; and an interpolation frame generation part 3, which generates and output the interpolation frame on the basis of the plurality of motion vectors from the motion vector detection part 2 or the corrected motion vector from the motion vector correction part 4, and the first frame image and the second frame image.
