PROBLEM TO BE SOLVED: To provide a telephone relay apparatus which can exclude a situation, as much as possible, in which an emergency line connection request from an originating telephone terminal is not connected to a specific terminal user. SOLUTION: The telephone relay apparatus 100 stores peripheral telephone numbers STN of a plurality of peripheral telephone terminals 400, scheduled to be located at the periphery by specific terminal user UCY. When a line connection request NOR from an originating telephone terminal 500 of an optional telephone originating user OTY to a specific telephone terminal 300 is received, connection of a telephone call execution line from the originating telephone terminal 500 to the specific telephone terminal 300 is tried; and thus, the telephone originating user OTY and the specific terminal user UCY can have a telephone conversation immediately, in response to the connection of this line. However, when the telephone call execution line to the specific telephone terminal 300 is not connected, a peripheral telephone terminal 400 is selected by a transfer trial sequence, and connection of the telephone call execution line is tried, with the peripheral telephone numbers STN in the transfer trial sequence.
