An apparatus of low strength electric field network-mediated delivery of drug to target cell of a liver contains a drug injecting catheter; there are at least two drug injecting holes and a first electrode group in the front of the drug injecting catheter; a second electrode group is put outside of a liver; the first and the second electrode groups are electrically coupled to impulse output ends of a low-voltage electric field generator; the drug injecting catheter is connected to a drug sending apparatus.
