PROBLEM TO BE SOLVED: To provide an apparatus for predicting traffic jam intended to predict a traffic jam more precisely. SOLUTION: The apparatus 110 for predicting traffic jam is equipped with a traffic jam DB 111, an input section 112, a first traffic jam predicting section 113 and a second traffic jam predicting section 114. The traffic jam DB 111 stores past traffic jam information about a past traffic jam. The input section 112 receives an input of information (factor information) about a factor having a potential of generating the traffic jam. The first traffic jam predicting section 113 predicts the traffic jam arising from the factor shown by the factor information. The second traffic jam predicting section 114 predicts the traffic jam by using the traffic jam DB 111 and a predicted result (first traffic jam prediction result) of the first traffic jam predicting section 113.
