PROBLEM TO BE SOLVED: To improve accuracy of determining a house having no change on the basis of an observation image obtained by imaging a ground surface from high sky. SOLUTION: House frames 51a to 51c/53a to 53c of respective houses on images are traced to extract house frame vectors 61a to 61c/63a to 63c, respective house frames of new and old images are associated with each other, and vectors of the corresponding house frames are compared with each other to detect houses 63a, 63c having no change and a house 63b-1 which seems to be changed. In the processing, the houses having no change can be automatically detected with high accuracy and only the house which seems to be changed can be extracted, so that workload in visual inspection for identifying whether each house is actually changed or not can be significantly reduced.
