PROBLEM TO BE SOLVED: To easily manufacture a lower section of a base-isolated foundation with a high degree of horizontal accuracy of a base plate. SOLUTION: In this manufacturing method, the base plate is positioned in an upper portion in a form by supporting the base plate on a base; concrete for forming a concrete section is placed in the form; and subsequently, mortar for forming a mortar section is infilled between a top surface of the concrete section and an undersurface of the base plate, so as to manufacture the lower section of the base-isolated foundation. A variation in a bleeding amount associated with a lapse of time after the placing of concrete for use in the formation of the concrete section is observed; a mortar placing reference time A, at which the bleeding amount until the time E of the completion of the bleeding retrospectively from the time E of the completion of the bleeding of the concrete is set at 0.03 cm<SP>3</SP>/cm<SP>2</SP>, is predetermined; and in the manufacture of the lower section of the base-isolated foundation, the mortar is placed on the top surface of the concrete until a lapse of predetermined time from the mortar placing reference time A.
