<P>PROBLEM TO BE SOLVED: To provide a hydraulic circuit device which is equipped with a piping rupture control valve and a control valve, and which dispenses with the tuning of the valve opening timing of the piping rupture control valve and the control valve by enabling the smooth discharge of pressure oil from an actuator, even if a mismatch of the valve opening timing occurs between the piping rupture control valve and the control valve. Ž<P>SOLUTION: A parallel meter-out circuit 20, which is connected in parallel to the control valve 4, includes: a parallel oil passage 21, the upstream side of which is connected in such a manner as to communicate with a first hydraulic oil pipeline 5a, and the downstream side of which is connected in such a manner as to communicate with a tank line 9; and an on-off valve 22 which closes the parallel oil passage 21 when the control valve 4 is operated to supply the pressure oil to the first hydraulic oil pipeline 5a.
