The present invention relates to an optically pumped light-emitting device wherein an electrospinning method is used to spin an optically-pumped light-emitting substance into the form of a web or to spin the substance onto a light-emitting element or a filter material together with a transparent polymer, which increases light transmittance and the density of the optically pumped light-emitting substance and allows high efficiency, high luminance and greater size to be obtained. The present invention also relates to a production method for the same and to a white light source using the same.
