PROBLEM TO BE SOLVED: To provide a heat insulation covering body forming method by which a heat insulation covering body effectively prevented from the falling or the scattering of heat insulating refractory particles is efficiently formed and the heat insulation covering body. SOLUTION: The heat insulation covering body 10 (Z1) is formed by applying a refractory heat insulating water based coating material on the surface of a base material M treated with a heat resistant primer to form a coating material layer X, directly pasting a heat resistant sheet S on the surface before the coating material layer X is dried and cured and drying the coating material layer X through the heat resistant sheet S to solidify the coating material layer X to form a refractory heat insulating layer and to fix the heat resistant sheet S on the surface of the refractory heat insulating layer.
