PROBLEM TO BE SOLVED: To improve the efficiency of use in radio resources in a mobile communication system. SOLUTION: A radio base station 1 transmits data to mobile stations 2, 3 in the form of error correction coded blocks. A controller 1a allocates part of the block in a first area, and allocates the other part of the block in a second area also using the second area other than the first area specified as an area which the base station 1 uses for data transmission among the radio resources.
