The device has a plate-like positive temperature coefficient (PTC) heating element (8), and a heat dissipation panel (1) formed by an extruded section. The section is flowed transverse to an extruding direction by fluid to be heated. The extruded section has a channel (3) i.e. pipe, running in the extruding direction, where the heating element is arranged in the channel between channel walls. Electrical connections for the heating element are extended into a connection upper part (5). The upper part has clamping ribs (10a-10c) acting on the panel held in the upper part at a front side.
