PROBLEM TO BE SOLVED: To enable a wireless device, which is provided with a base station mode and a terminal mode, to appropriately set any one of modes. SOLUTION: A data processing unit 30 selects either a base station mode in which a communication target is a packet signal which includes data for which the initial transmission source and the final destination are not a wireless device 10 thereof, or a terminal mode in which the communication target is a packet signal which includes data for which the initial transmission source or the final destination is a wireless device 10 thereof, and communication based on the packet signal is executed. A controller 32 starts the wireless device 10 while the data processing unit 30 is set in the terminal mode. If the controller 32 does not receive a packet signal which was transmitted from another wireless device 10 and includes notification information during a fixed elapsed time period from start-up, the data processing unit 30 switches to the base station mode.
