<p><P>PROBLEM TO BE SOLVED: To remove a redundant route in an access provider, decrease the traffic, and reduce the cost. <P>SOLUTION: A regional traffic controller 109 controls communications between users closed within the region of an identical access provider to communicate by turning back directly within an access provider regional 106, without transferring the communications to the internet 105 via the access provider. Specifically, the regional traffic controller 109 acquires a list of flow information on a communication source and a communication destination from a matrix monitoring device 110. The controller 109 receives information on a send-out address from an authentication server 107 to carry out collating processing, and adopts a flow, where both of the communication source and the communication destination are matched, as a traffic to be controlled. Then, the controller 109 acquires an address before translation from the authentication server 107. Based on information on the flow and information on the address before translation, the controller 109 sends an address conversion indication to a connection controller 108 so that the traffic is routed to a regional turn-back device 111.
