<P>PROBLEM TO BE SOLVED: To provide a commercial recognition device requires neither management of a database shared by CM production companies, nor a special device in commercial production. Ž<P>SOLUTION: This device recognizing a commercial video included in a television broadcast video has: an image input part 120 receiving continuous static images generated based on the television broadcast video; a recognition target information storage part 130 storing object information representing a characteristic of a predetermined object included in the commercial video; a recognition part 140 recognizing a portion corresponding to the object information of the static images received by the image input part 120; and a CM recognition part 160 deciding whether the commercial video is included in the television broadcast video or not based on a recognition result of the recognition part 140.
