<P>PROBLEM TO BE SOLVED: To provide a system for charging a caller with a penalty from a callee with respect to a nuisance call. Ž<P>SOLUTION: The system is composed of a communication network, a server provided in a charging system for managing a communication network charge, and a user machine connected to the communication network, and trader identification data are added to a telephone number of the caller. The server provided in the charging system includes a communication request receiving means for receiving a communication request to a telephone number; a caller identifying means for identifying caller identification data of the caller; a caller inquiry means for inquiring information containing credit information relating to the identifier caller; a communication control means for establishing communications between the caller and a user machine of the callee when call incoming to the user machine of the callee is recognized as a result of caller inquiry; a charging determination means for determining whether the caller is charged with the penalty; and a charging processing means for applying charging processing to the caller on the basis of charging determination data.
