<P>PROBLEM TO BE SOLVED: To design a chemical composition effective for rust prevention on metal for a chloride-based aqueous solution composition as a road surface antifreezing agent having a low freezing point by combining an effective rust prevention constituent not affecting the freezing point and containing no ingredient causing toxic or environmental load problems with a safe neutralizer together. Ž<P>SOLUTION: The road surface antifreezing agent is obtained by selecting and adding JIS sodium silicate No.1 and No.2 exhibiting rust prevention effect, using formic acid as the neutralizer, and adjusting pH to the range of an environmental regulation value.
